International Rules for Preventing Collision at Sea (COLREGS) - International Rules for Preventing Collision at Sea (COLREGS) - is a universal international treaty (convention) to which 153 states, including Ukraine, are parties. The COLREGS rules adopted prior to 1974 were only advisory in nature, while the implementation of COLREGS-72 is mandatory under an international agreement. According to Regulation 2, nothing in STCW can relieve a ship, its owner, master or crew from liability for consequences that may arise from failure to comply with STCW-72.
