The sequence of tenses (also called the rule of tense agreement) is used mainly in complex sentences with a past-tense reporting verb such as said, told, thought, knew, believed, asked, wondered, etc. The main idea is:
When the main verb is in the past, the verb in the subordinate clause often shifts one step back into the past.
