From settler society to working holiday heaven? Patterns and issues of temporary labour migration to New Zealand

This article critically analyses the shift of New Zealand's immigration policy since 1986 towards favouring temporary labour migration. The discussion centres on the Working Holiday Scheme (WHS), which allows young adults, mostly from developed countries, to live as both economically active holiday-makers and as temporary labour migrants. The WHS is discussed in terms of its expansion, age-sex composition, and surrounding issues of unfair migrant treatment and sustainable economic development. Future research directions and policy recommendations are suggested in light of concerns over the infrastructural and wider societal impacts of historically high immigration and new governmental promises to reduce migration following the September 2017 general election. The article ultimately aims to highlight WHS participants as an important but relatively under-studied group and to contribute to a better understanding of new and complex forms of contemporary temporary labour migration.
